Gregory A. Garrett and Ann Costello

Gregory A. Garrett is the Managing Director and Practice Leader of the Government Contract Services practice within Navigant Consulting, Inc., located in the Vienna, Virginia office. He is an internationally recognized expert in government contracting, cost estimating, contract pricing, proposal/capture management, and project management. He is also a best-selling author of 16 books and 90+ published articles, highly acclaimed speaker, and, during the past 25+ years, he has managed more than $30 Billion of large complex contracts and projects in both the U.S. government and industry. He has taught and consulted with more than 25,000 professionals in 40+ countries. He is the recipient of numerous national and international business awards for his writing, teaching, consulting, and leadership.

Ann Costello is Acquisition Solutions' Founding Partner, responsible as the thought leader for knowledge management offerings. Ann is renowned for her skills in organizing information and her clear and concise writing abilities. She pioneered the firm's corporate research and publications division—now known as the Acquisition Solutions Research Institute—and wrote most of the early Acquisition Directions' Advisories, Updates, alerts, and best-practice reports. Ann, whose career spans public service, self-employment, and corporate management, is an expert in Federal acquisition policy and management and an innovator in information presentation. She works both internally and externally to produce cutting-edge, multi-dimensional knowledge management tools. Ann also served as project manager and industry partner on an interagency team (led by the Department of Commerce, with the participation of the Departments of Treasury, Agriculture and Defense, the General Services Administration [GSA], and the Office of Federal Procurement Policy [OFPP]) to develop the Web-based guide and knowledge center, Seven Steps to Performance-Based Acquisition. Ann also developed Acquisition Solutions' Web-based knowledge management tool—the Acquisition Solutions Virtual Knowledge Center on Using FSS MAS Contracts. Ann has hundreds of publications to her credit. One of many notable achievements is her primary authorship of the GSA-published Guide to Planning, Acquiring, and Managing Information Technology Systems.
